A steady stream of voters walked, jogged, rode and drove to drop-off centers across El Paso County on election day, casting votes on questions about the state's marijuana tax and a proposed tax to fix potholes in Colorado Springs. Polling centers and drop-off locations appeared to be operating smoothly Tuesday morning, as did ballot counting for an off-year election marked by lower-than-expected turnout. "So far, so good," said Ryan Parsell, the county's chief deputy clerk and recorder. "Today's usually a really heavy day for people turning in their ballots.
