Every measure calling for tax retention and increased property taxes in various El Paso County jurisdictions was passing Tuesday, according to unofficial election results. A 3-mill increase to help pay for staff and upgrade facilities for Manitou Springs School District No. 14 was ahead with 57.3 percent of the vote. "Obviously if this holds up this will just be a big help in offsetting continuing cuts to K-12 education that the state has been forced to make," said Tim Miller, assistant superintendent with the district.
